Bill Holman is Director of State Policy at Duke University's Nicholas Institute for Environmental Policy Solutions (www.nicholas.duke.edu).
He served Governor Jim Hunt as Secretary of the NC Department of Environment and Natural Resources and Assistant Secretary for Environmental Protection from 1998 - 2000 and helped implement Hunt's clean water and clean air initiatives.
He served as Executive Director of the NC Clean Water Management Trust Fund from 2001-2006 and worked with the NC General Assembly to increase its annual funding from $30,000,000 per year to $100,000,000 per year. Holman lobbied the NC General Assembly on behalf of the Conservation Council of NC, NC Chapter of the Sierra Club, NC Chapter of the American Planning Association, NC Public Transportation Association, and others from 1979 - 1997. He helped enact the Water Supply Watershed Protection Act of 1989, the Water Supply Planning Act of 1989, Clean Water Management Trust Fund Act of 1996 and the Clean Water Responsibility Act of 1997.
He graduated from NC State University with a BS in biology in 1978.
