Richard Whisnant (rbw) is Professor of Public Law and Government at the UNC School of Government. He works on a daily basis with state and local governments and others who are interested in local environmental governance issues. Richard began teaching at the SOG in 1998. From 1993 to 1998 he was General Counsel to the N.C. Department of Environment, Health and Natural Resources, and from 1987 to 1993 he practiced law with Robinson, Bradshaw & Hinson in Charlotte, N.C.
He has written two books (Rulemaking in North Carolina; Cleanup Law of North Carolina) and edited a third (Local Government for Environmental Policymakers) along with a number of articles, reviews and monographs, as well as the state's model stormwater ordinances and pieces of several major environmental laws.
He concentrates now in his writing on this wiki, which he conceived of after his tech-savvy sister gave him an advance copy of Tapscott and Williams' Wikinomics in December 2006.
